As a general rule, the only changes in the existing law that I find the draft Ordinance proposes to make, are those amendments suggested by the Board of Trade and by Your Lordship. One alteration has, however, been made, on the suggestion, the Attorney General tells me, of Mr. Thomsett, the Harbour Master, which, at this moment, is of some political importance.
